Yes, the application will download most of the content after you have created your account, so you don’t need an active internet subscription to read the material included in IPSAS in a Box or do the exercises. For safety reasons, submitting an e-assessment won’t be available in offline mode. In order to save storage space, additional resources (download of pdf documents) will only be accessible when you have an active internet connection.
